December 2018

College Policy Manual changes for December 17, 2018

C302: Bereavement

Amended (Dec. 6, 2018).

Updates to this policy include a new policy statement which includes a stronger reference to the overall intent of the policy. The roles, responsibilities and authorities of Reputation and Brand Management were again included as part of the Policy statement. Operational procedures were moved into the Guideline Sections. The policy was updated to include both part time and full time current employees in the protocol for current employees. A new “in memoriam section” was added to the employee portal to enable Corporate Communications to post related notices pertaining to retired or previous employees.

C305: Free Speech

New (Dec. 17, 2018)

**Effective: January 1, 2019**

This new policy has been developed in response to the government’s direction that all publicly funded colleges and universities must, by January 1, 2019, implement a new free speech policy that is based on the principles of the University of Chicago’s Statement on Principles of Free Expression.

C104: Standard 1 of the Expense Reimbursement Policy

Amended (Oct. 1, 2018).

Standard 1: Meal Reimbursement Amounts in Canada and the U.S.A. of policy C104 Expense Reimbursement, has been updated to reflect new amounts as of October 1, 2018 (see below).

College Policy Manual changes for October 16, 2018

C206: Alcohol, Cannabis, Electronic Cigarettes and Tobacco Products

(Formerly called Alcohol, Drugs, Electronic Cigarettes and Tobacco Products)

Amended (Oct. 12, 2018).

Policy C206 has been amended to reflect the Cannabis Act, Bill C-45, which comes into effect October 17, 2018 legalizing the recreational use of cannabis in Canada.

College Policy Manual changes for September 27, 2018

A124: Recognition of Prior Learning (formerly called Articulation, Credential Recognition and Credit Transfer)

Amended (Sept. 19, 2018).

This policy underwent a complete review, combination, and redraft of two existing policies (A123: Articulation, Credential Recognition and Credit Transfer as well as A124: Prior Learning Assessment and Recognition). By combining the content of the two policies, the subject matter has changed which required a new title for the policy.

Major changes from the existing policies included bringing processes and procedures up to date with current practices in the College. Additionally, Prior Learning Assessment and Recognition (PLAR) requirements and standards have been modernized in order to comply with relevant legislation, Ministry guidelines, and proven best practices from across Canada. New additions to the policy include set timelines for the PLAR process, a definition of Equates used by the College, and comparable content requirements.

A123: Articulation, Credential Recognition and Credit Transfer

Rescinded (Sept. 19, 2018).

This policy was rescinded as a result of a redraft of policy A124 (see above).

College Policy Manual changes for September 18, 2018

C301: President’s Distinguished Achievement Awards

Amended (Sept. 4, 2018).

Changes to Policy C301, President’s Distinguished Achievement Awards, reflect the College’s focus on innovation, and the criteria in all of the award categories now include reference to innovation. This eliminates the need for a standalone Innovation award, and the President’s Distinguished Innovation Award has been removed from this policy.

This Schedule is reviewed each spring prior to annual signage updates. The following changes have been included in this amended version.

  • School of Digital and Performing Arts (new School in the Faculty of Arts, Media and Design)
  • The Chef’s Table at Fanshawe College (formerly called Saffron’s Dining Room)
  • Employment Services (new unit under Human Resources, Benefits and Compensation now a subunit of this unit)

C104: Expense Reimbursement

Amended - Standard 1: Meal Reimbursement Amounts in Canada and U.S.A. (April 2, 2018).

The maximum meal reimbursement amounts for employees’ meals are updated every six months from the Treasury Board website. Below is an update to the amounts as of April 1, 2018.

The above three policies require annual review as per legislation. All three policies were reviewed by their sponsor and no amendments were recommended for any.

P103: Safe College Campus

Reviewed (March 19, 2018).

**Effective: April 1, 2018**

This policy requires annual review as per legislation. In Guideline A (Reporting and Investigating Violence) of this policy, item #3.3.2. has been reworded for clarity. Campus Security Services needs to be aware of all weapons being used on campus to ensure responsible use of those weapons and to mitigate unwarranted risk through the false reporting of such weapons being used and seen by the college campus community.

P212: Staff Recruitment

Amended (March 9, 2018).

To the policy itself, a link to performance development resources is now included in the References section. Guideline A: Recruitment includes a definition of ‘accommodation’ and item #3.3 includes wording about all staff receiving performance evaluations. An additional attachment, Guideline B: Credential Requirements is now included as well.

The above three policies (A102, A108 and A132) received a full review. The changes to the policies are not considered substantive. There are consistent themes in changes that have occurred to these policies. The College’s project to streamline part-time post-secondary student admissions/registration process has been taken into consideration hence the policy name changes to make them more applicable to part-time students. All three policies have been edited to reflect clear, uncomplicated grammar, follow a concise style informed by the College Writing Style Guide, and use meanings informed by the Canadian Oxford Dictionary. Additionally, all three policies have been updated to reflect any current practices and procedures.

These policies represent activities in the Registrar’s Office that must conform to Binding Policy Directives from the Ministry. These directives include:

  • Tuition and Ancillary Fees Minister's Binding Policy Directive;
  • Tuition and Ancillary Fees Reporting Operating procedure;
  • Admissions Criteria Minister's Binding Policy Directive.

More noteworthy changes in these policies are:

A102:

  • Inclusion of the Orientation Day (Guideline A - S. 2.1).

A108:

  • Clarification of international study permits and program progression.

A132:

  • Change in practices to the use of non-refundable deposits as directed by the Ministry;
  • Inclusion of FANCard replacement;
  • Inclusion of new Fee Appeal Form to be available on Registrar website starting in March.

A126: Program Excellence

New (Feb. 28, 2018/CC-17-06).

This policy is entirely new. It combines and replaces the former A126 as well as A125 and A127 (all three rescinded, see below). This amalgamated policy includes minimal changes in order to have it ready for the upcoming audit. A more fulsome review is being planned for Fall 2018 with a specific focus on updating Guideline A: College Program Development and Content and Guideline D: Full-Time Post-Secondary Program Revitalization and Rationalization. Much of the content of the three previous policies can be found in the associated addenda of the new policy with minimal updates to reflect current practices.

This policy presents a consistent process in the lifecycle of a program, from its initial development through the review process and cancellation or revitalization. The combination of these policies align with the College’s Strategic Goal number 2, commitment 3 – to implement a consolidated post-secondary program excellence lifecycle process in consideration of labour market need.

This new policy includes some additions to reflect current practices including the Stage Gate process in program development, inclusion of the Annual Program Quality Assurance Self-Assessment (APQASA) survey and the inclusion of the Program Excellence Model to tie the process together. Additionally, TOR34, a new Terms of Reference (ToR) for the Program Review Committees has been extracted from policy A126 and established by the authority of the Senior Vice-President Academic as a stand-alone ToR with associated Form 1. This ToR has had minor grammatical changes only.

College Policy Manual changes for January 29, 2018

A113: Programs and Courses

New (January 24, 2018, CC-17-05)

This new policy resulted from the full review of policy 2-B-10 (below, now rescinded) by the Academic Policy Review Working Group. Due to the substantive changes the policy is considered new. The more noteworthy changes include alignment with CQAAP audit requirements, an increased focus on process and the inclusion of language to support the use of the Course Outlines Mapping and Management System (COMMS). Other changes include refining curriculum consistency efforts and the inclusion of the process for program and curriculum modification.

2-B-10: Programs and Courses

Rescinded (January 24, 2018, CC-17-05)

This policy was rescinded. The policy that replaces this policy is policy A113 (see above). Due to the major revisions this policy was replaced with a brand new policy.
