• Overview - 2020/2021

    The line between life and death in an emergency situation is often drawn by the quality of communication between first responders and those in need. If working in the fast-paced and vitally important world of emergency communications excites you, the Emergency Telecommunications program will fast-track you toward career satisfaction. There isn't a more important career option than one making the world a safer place.

    In this 15-week intensive program, you'll study emergency theory, communication techniques, and medical terminology. You'll examine issues surrounding pre-hospital care and how to effectively manage emergency calls. You'll be trained to be the link between the person in distress, and the help they need. As well, you'll also take part in a field experience, where you will observe the profession in action.

    You'll also have the opportunity to use real world, state of the art software, such as Intergraph® CAD 9.2. Cutting-edge technology for a vital and respected career.

    When you graduate, your specialized skills will be needed in the police, fire or emergency medical sectors. Or, in large institutions, transport companies and security firms where communication skills are highly valued.

    Individuals who lack the necessary prerequisites for this program or those who would like to enhance their preparation prior to pursuing a Public Safety career are encouraged to consider applying to the Public Safety Fundamentals program. Public Safety Fundamentals is designed to set you up for success and offers an excellent pathway to the numerous career programs in the School of Public Safety.

      (Note: minimum final grade required is 65)
    Academic and Career Entrance Certificate (ACE) WITH:

      (Note: minimum final grade required is 65) 
    Ontario High School Equivalency Certificate (GED) WITH:
    - The combined Language Arts - Reading AND Language Arts - Writing test results having a minimum average Standard Score of 520
    Mature Applicant with standing in the required course and grade stated above

    English Language Requirements

    Applicants whose first language is not English will be required to demonstrate proficiency in English by one of the following methods:

    • A Grade 12 College Stream or University Stream English credit from an Ontario Secondary School, or equivalent, depending on the program's Admission Requirements
    • Test of English as a Foreign Language (TOEFL) test with a minimum score of 79 for the Internet-based test (iBT), with test results within the last two years
    • International English Language Testing System (IELTS) Academic test with an overall score of 6.0 with no score less than 5.5 in any of the four bands, with test results within the last two years. SDS Program Requirements. 
    • Canadian Academic English Language (CAEL) test with a score of 70 in writing, reading and speaking and a score of 80 in listening, with test results within the last two years
    • Pearson Test of English Academic (PTE) with a minimum score of 53, with test results within the last two years
    • A Cambridge English Test (FCE/CAE/CPE) with an overall score on the Cambridge English Scale of 169 with no language skill less than 162, with test results within the last two years
    • An English Language Evaluation (ELE) at Fanshawe College with a minimum score of 75% in all sections of the test, with test results within the last two years
    • Fanshawe College ESL4/GAP5 students: Minimum grade of 75% in ESL4/GAP5 Level 10

    Applicant Selection Criteria

    Where the number of eligible applicants exceeds the available spaces in the program, the Applicant Selection Criteria will be:
    1. Preference for Permanent Residents of Ontario
    2. Receipt of Application by February 1st (After this date, Fanshawe College will consider applicants on a first-come, first-served basis until the program is full)

    The following items are applicable to the program and are time sensitive.

    • Possession of a Standard First Aid course certificate (either St. John Ambulance or Canadian Red Cross or equivalent) and a Basic Rescuer course certificate (Level "C" CPR)
    • Police Record Check and Vulnerable Sector Screening, including a check of the Pardoned Sexual Offenders Database

    Emergency Telecommunications-2020/2021

    Take all of the following Mandatory Courses:
    TELE-1015Emergency Tele. Equipment & Logistics1
    In this course students will learn how to utilize hardware and software within a professional and simulated Emergency Telecommunications environment. They will learn appropriate terminology and logistics in relation to police, fire and EMS calls while using computer aided dispatch systems and related software. Students will use various mapping techniques, mobile and fixed radio systems as well as telephone systems while enhancing multitasking and keyboarding skills.
    ADMN-1043Medical Terminology & Pre-Hospital Care2
    This course focuses on the terminology relevant to the management of a complex call in the role of an Emergency Telecommunicator including signs and symptoms in medical and trauma emergencies. It also provides an understanding of the concepts and importance of emergency management and triage linking the communication environment to the field.
    LAWS-1062Legal Aspects of ETC2
    This course is designed to provide the student the ability to recognize relevant legislation and regulations enacted by Federal and Provincial Governments that apply to the field of Emergency Telecommunications. The course will present various legal issues, concept of confidentiality, chain of command, importance of documentation, as well as ethical dilemmas encountered within the field.
    TELE-1023ETC Call Processing Procedures3
    In this practical hands on course students will utilize telecommunications hardware and software to gather information, process calls, prioritize needs and resources, and transmit information from simulated 911 callers to emergency responders. Students will develop their emergency telecommunication skills using computer aided dispatch systems, mobile and fixed radios, telephone systems and geographical resources.
    TELE-1024Theory in Emergency Telecommunications4
    This course will provide students with the foundational knowledge needed to perform the role of an emergency telecommunicator. Students will examine in detail the roles and responsibilities, terminology, resources, critical decision making and prioritization techniques needed when answering 911 calls and dispatching appropriate emergency personnel.

    In this course students will develop the communication skills required to respond to a variety of callers in diverse situations. The students' ability to question, listen, problem solve and work in a team environment with a client centered approach will be developed throughout the course. In addition this course will assist the students in preparing for the employment process by developing interviewing, resume and cover letter writing skills.
    TELE-1019Professionalism in ETC2
    Students will examine the importance of professionalism and the need for policies and procedures within the Emergency Telecommunications field. They will examine what is needed to be hired, participate in field experience and work successfully in this environment.
    HLTH-1170Wellness Issues1
    This course will encompass the development of strategies to enable the student to grow in their personal and professional role as well as examine the effects of stress, shiftwork and nutrition in this unique environment.

    During this experience students will observe the role of the telecommunicator and front line personnel in emergency and non-emergency environments. Students are expected to be professional within these environments, adhering to each agency's policies and procedures while maintaining confidentiality. This experience will allow the students to engage in self-reflective practice and make the connections from simulation learned in class to real life.

    This program provides the academic and practical skills that graduates need to enter this dynamic career. The industry recognizes the College's training as employer's training time is reduced. Graduates are employed as police, fire and ambulance dispatchers. Additional career opportunities exist within industries utilizing telecommunications (e.g., large institutions, the transportation industry, as well as utility and security services).

    Program Description

    This intensive 15-week Ontario College Certificate program is designed to provide students with the foundational knowledge and specialized communication skills required to work in the highly demanding and unpredictable position of an emergency telecommunicator. Graduates who have the ability to successfully multitask in high stress situations while processing and dispatching calls will be prepared for employment opportunities in the fields of Police, Fire or Emergency Medical Services. Strong keyboarding, spelling skills and geographical knowledge are an expected professional standard. Students will have the opportunity to use real world, state of the art software, i.e., Intergraph® CAD 9.2.

    Other Information

    • Applicants are to be aware that a keyboarding competency of 35 wpm is required to complete the program. It is recommended that applicants have previous keyboarding experience.
    • Applicants must successfully complete WHMIS certification prior to the start of the field component of the program (approximately Week 2).
    • Placement agencies reserve the right to conduct criminal record and/or background checks on students prior to allowing the student to participate in field placement with the agency. Placement agencies also reserve the right to deny a student access to field placement.  Placement agencies reserve the right to not disclose the reason(s) for denying access to their facility.
    • Students who are unable to pass a vunerable sector check will be denied access to field placement and will receive a failing grade in the Field Experience course.
    Learning Outcomes 

    The graduate has reliably demonstrated the ability to

    1. Explain the role, responsibilities and quality assurance practices of an emergency telecommunicator in the public safety/emergency services field.

    2. Discuss terminology, legal issues, legislation and regulations that relate to the role of an emergency telecommunicator.

    3. Utilize current emergency telecommunications hardware and software.

    4. Perform the role of an emergency telecommunicator in a professional, client centered manner using appropriate crisis management techniques, interpersonal skills and active listening techniques.

    5. Manage simple to complex calls in accordance with established policies and procedures.

    6. Demonstrate the ability to multi-task, problem solve, think critically and manage decisions during the administration of emergency calls.

    7. Utilize reflective techniques to evaluate and enhance professional practice as an emergency telecommunicator.

    8. Identify the critical elements required when reporting, documenting and recording as an emergency telecommunicator.

    9. Assess communications equipment for malfunction and take appropriate follow up measures.

    10. Recognize the signs and symptoms of stress and identify a variety of stress management techniques that could be used to manage stress by an emergency telecommunicator.
