If you’ve already gained valuable experience building your career in the emergency services, but are now ready to take your leadership skills to their highest level, the Public Safety Leadership program will give you the tools needed to satisfy your ambition.
The program’s online delivery with two-day residencies per semester is ideal for working professionals. And after less than 12 months, you’ll be one step closer to becoming a leader in your emergency services field.
The goal of this one-year Certificate program is to equip you with the tools necessary to advance in your current place of employment or in other emergency services related environments. Your new role when you graduate may include but is not limited to sergeant, staff sergeant, inspector, chief, captain, charge nurse, nurse coordinator, coach officer, EMS superintendent, supervisor and manager of civilian personnel.
So, if you feel that you’re ready to take your career to the next level, and are eager to put your stamp on the future success of your chosen field, the Public Safety Leadership program will be another feather in your already well-respected cap.
Fanshawe’s Public Safety Leadership program is geared toward individuals currently working in industries including policing, fire, EMS and corrections.
New articulation agreement with Royal Roads University
Graduates who hold an undergraduate degree or approved diploma/advanced diploma and have a minimum of five years public safety work experience will be considered for entry into Royal Roads University’s Master of Arts in Leadership. They will also receive transfer credits to two courses (see full admission details).
The program provided me many opportunities to learn current leadership practices that I can apply to my workplace. I highly recommend this program to anyone interested in pursuing a leadership career in the military or other emergency services.

Applicants are required to submit a resume that shows proof of evidence of four years full-time (or equivalent part-time) work in the public safety field.
English Language Requirements
Applicants whose first language is not English will be required to demonstrate proficiency in English by one of the following methods:
- A Grade 12 College Stream or University Stream English credit from an Ontario Secondary School, or equivalent, depending on the program's Admission Requirements
- Test of English as a Foreign Language (TOEFL) test with a minimum score of 88 for the Internet-based test (iBT), with test results within the last two years
- International English Language Testing System (IELTS) Academic test with an overall score of 6.5 with no score less than 6.0 in any of the four bands, with test results within the last two years. SDS Program Requirements.
- Canadian Academic English Language (CAEL) test with an overall score of 70 with no score less than 60 in any of the four bands, with test results within the last two years
- Pearson Test of English Academic (PTE) with a minimum score of 59, with test results within the last two years
- A Cambridge English Test (FCE/CAE/CPE) with an overall score on the Cambridge English Scale of 176 with no language skill less than 169
- An English Language Evaluation (ELE) at Fanshawe College with a minimum score of 75% in all sections of the test, with test results within the last two years
- Fanshawe College ESL4/GAP5 students: Minimum grade of 80% in ESL4/GAP5 Level 9 or 75% in ESL4/GAP5 Level 10

|MGMT-6094||Principles & Philosophies of Leadership||3|
|In this course students study principles and philosophies that relate to leadership. Opportunities to evaluate and reflect upon ones own leadership style are a foundational element. The role of ethics in the workplace is also examined.|
|BUSI-6007||Business Planning & Writing||3|
|This course will focus on strategic planning, human resource management and appropriate methods of communication in the public safety sector. Report writing and composing business proposals, decision documents and performance appraisals will be practiced and evaluated.|
|LAWS-6036||Legislation in Public Safety Leadership||3|
|In this course students will have the opportunity to study core legislative requirements that transcend across all areas of public safety. The legal and ethical responsibilities of a public safety leader, within the frame work of the legislation, will be explored. Special attention will be given to participating in commissions and inquiries.|
|In this course students will have opportunities to learn about performance management, team building and how to effectively lead organizational change. The promotional system and mentoring will additionally be explored. Varying Human Resources related components that impact both frontline and leadership aspects of public safety will be studied.|
|FLDP-6013||Leadership Practicum 1||3.2|
|In their current place of employment the student will complete a field work component that focuses on a challenge or issue within the organizational structure. This semester, the student will identify the issue, conduct a literature review on best practices in the industry regarding that issue, and develop a research proposal for further study on the issue within their own organization.|
|Organizational wellness is a significant factor in successful provision of services in the public safety field. A healthy organization is made up of healthy, resilient individuals with capacity for working in ambiguity and uncertainty. This course will focus on the leaders understanding of self and others, and their role in promoting overall health and safety in the workplace. Risk factors and preventative measures in the area of mental health will be examined. An understanding of, and respect for, diverse learning and interaction styles will be central to the study of this course.|
|MGMT-6096||Alternate Dispute Resolution||3|
|In this course students will have opportunities to learn about types and causes of conflict. Additionally, students will study various alternate dispute resolution techniques such as mediation and how to effectively manage low-level conflict situations. The highlight of this course will be conflict management role-playing in preparation for a final in-class assessment of student led conflict mediation. This course is a blended course with three weeks online study followed by a weekend residency portion at Fanshawe College.|
|In this course students will learn with and from one another about the competencies and skill sets of the various professionals that work within the field of public safety. Collaborative working relationships within public safety disciplines and their linkage to risk reduction, interoperability and disaster preparedness will be the core components of this course. Diversity, both in the workplace and in the community, will be investigated. Disaster planning and management will also be examined.|
|FLDP-6014||Leadership Practicum 2||3.2|
|This field component will incorporate research into a leadership issue previously identified in FLDP-6013. Utilizing research into best practices, students will work collectively with a field supervisor and the organization to strategize and implement a viable and creative solution.|

|In this course students will analyse news and social media and technology tools that impact the public safety field, as well as leadership roles. Public speaking and strategies to prepare to interact with, and release information to, the community within legislative constraints will be practiced.|

Program DescriptionThe Public Safety Leadership program is a one-year Ontario College Graduate Program. This program is designed to provide emergency services professionals with opportunities to develop, or further enhance, their leadership competencies. This program builds on previously obtained emergency services related academics and vocational experience. Professionals working in public service sectors such as EMS, police and fire who are currently in, or are readying for, a leadership role within their service are appropriate candidates for this program.
The foundational goal of this program is to equip public safety professionals to advance in their current place of employment or in other emergency services related environments. Prospective leadership roles of this graduate program may include, but are not limited to Sergeant, Staff Sergeant, Inspector, Chief, Captain, Team Leader, Coach Officer, EMS Superintendent, Supervisor and Manager of Civilian Personnel.
- A broad spectrum of learning methods will be used with a variety of information technologies to deliver course materials and instruction to students. This may include the use of multi-media online activities, print materials, web, email, Internet, CD-Rom, computer software, TV or radio. Each module will use a combination of delivery methods.
- Students will need to have access to a computer with an Internet connection.
- Students will be required to complete one 120-hour field experience within their own agency and one 120-hour field experience with another public safety agency prior to the completion of the three level program.
The graduate has reliably demonstrated the ability to:
1. Employ performance management, interpersonal and team building skills to support a productive and progressive work environment in public safety fields.
2. Analyse the varying human resource mechanisms that impact both the front-line and leadership aspects of public safety.
3. Promote the holistic health and wellbeing of public safety professionals through the evaluation and mitigation of workplace health and safety risks.
4. Interact with the varying vocations within the public safety field using an interprofessional collaborative model.
5. Interpret and apply legislative requirements, at all levels, which apply to the disciplines of public safety.
6. Address public safety issues through the strategic selection and implementation of community safety strategies and models.
7. Create a business plan aligned with an organizations’ strategic direction to enhance professionalism or productivity in the workplace.
8. Integrate alternate resolution, conflict management, negotiation and community risk reduction theories and practices into one’s own leadership practice.
9. Construct a solidified leadership philosophy and style that reflects the diverse strengths and needs of personnel working in public safety professions.
10. Adapt approaches and leadership styles to successfully interact with, supervise, and provide service to all people and communities encountered in a public safety leadership role.
